Yuri Toluyev (1949, Yaroslavl, Russian SFSR) – Doctor of Engineering (Dr. sc. ing.), Habilitated Doctor of Natural Sciences (Dr. rer. nat. habil.). Docent of the Riga Polytechnic Institute (from 1990 – Riga Technical University). Professor of the Institute of Transport and Communications from 2007.
